The annual Mass Wedding program of the LGU was staged on Valentine 2014. From its original schedule of May, the activity was moved ahead to February 14 in synchrony with other tourist-destination LGUs in the Philippines under the auspice of the Pag-ibig Fund. The agency conducted simultaneous mass wedding ceremonies nationwide and Caoayan was fortunate enough to belong to their list of local tourism preferences: Paoay, Bicol, Cebu,Iloilo, Boracay, and Davao among others. This year, 34 couples exchanged vows in the Holy Eucharist officiated by Rev. Fr. Felicisimo Ferrer, where Mayor Germy and the Pag-ibig officials serving as principal sponsors. As a tradition, the reception was again tendered at the Quirino Bridge where every pair was entitled to their own table. On February 10, 2014, the LGU ensured that all Caoayano awardees at the recently-concluded Kannawidan Festival 2014 be given their additional minute of fame and share of recognition. Decorated with Abel Iloko and gold & silver buntings, the floats were made more resplendent with yellow balloons. A long cue of colorful vehicles paraded not only within Caoayan but itional also along the route of Metro Vigan (Bantay, San Vicente, Sta. Catalina, and Vigan City). The annual Kannawidan Festival, Ilocos Sur’s province-wide fiesta, was staged on January 29 to February 09, 2014, formally opened by a Concelebrated Mass at the historic St. Paul Cathedral followed by the Marian Procession where our Nuestra Senora de la Esperanza was prominently featured. The 2-week fiesta also included series of competitions involving multi-sectoral endeavors (agro-fishery production, OTOP-based innovations, novelty products, best dressed booths, cultural and musical presentations, photography and bonsai culture, etc.) and individual category excellence (Fr. Jose Burgos awards, Siglat awards, Quiz Bees, etc.) highlighted by the Search of Saniata ti Ilocos Sur 2014. With Governor Ryan Singson as their major sponsor, the 17 barangays were given the chance to go out of their jurisdictions and observe the best practices of other LGUs particularly in areas where their communities can adopt such. Because of their sheer number (all incumbent barangay councils 2010-2013), the 17 were divided into 4 batches. The first 3 batches were able to observe the best practices of the LGU which has been adjudged as the country’s model in solid waste management – Marikina City, together with the country's premier financial district, the City of Makati known for its advanced technological surveillance and disaster preparedness programs. The 4th batch was shipped off to far away Rosario, Batangas and was feted by Hon. Sandy Javier (Javiertown, Leyte), the national League of Municipalities of the Philippines (LMP). Christmas heralds a time of joy and bonding within the LGU. However, for this year, the holidays were made more meaningful when local and Caoayan-based national employees decided to forego their annual merry-making. Instead, the usual amount of contributions were increased and collected as donation for the victims of Yolanda (internationally code-named Haiyan)... following the "in-kind" drive that they previously initiated to be given to other victims as well. All LGU Health Officers and allied medical service providers trooped to Caoayan on November 21, 2013 for the Provincial Health Summit. Held at the NSCC Plaza, the municipality gave its support to the activity as requested by the DOH provincial head, Mr. Benjamin Castillo. In their respective messages, Mayor Germy and Governor Ryan stressed the importance of a healthy constituency to realize all LGUs' visions of development. Speakers during that day included representatives from the Department of Interior and Local Government (DILG), Department of Social Welfare and Development (DSWD, the PhilHealth, and the CHD Ilocos Regional offices.
